Actually, though intended as a jest this isn't such a bad idea. I would send all the incarcerated people to colonize Mars, men and women together. Eventually, Mars would become a planet of a new civilization of people. A useful people, I hope. Of course, you'd give them everything they need to survive for a period of one generation.
