The white portion of the image is the boat. If you stare between 4 of the circles or in the middle of one circle @ the blue part, peripherally you can see the white part (boats) going around in a circle. I'm not sure what you mean by "phantom circles" Elaine.

I tried enlarging the wallpaper to see if I could spot the illusion better, but I am having trouble. I get the impression that you are supposed to see the little white boats themselves going round and around... What I see is entire "phantom" circles, slightly darker circles separating from the white dotted circles, going here and there... Maybe I should get my glasses checked... lol :D +1
